IntRelNotes is the abbreviation for !IntermediateReleaseNotes.text which is a file found in the source distribution/workspace of Cobra under the "Developer" directory. This file should be updated and included in patches unless the patch only covers something internal like refactoring. See also HowToSubmitAPatch.
