That sounds right: client only, no specific SDK or Visual Studio.
Seems everything needed ( till now and 4.5 at least) came with that. (csc and libs)
Dont know where msbuild is - dont use it = theres a msbuild.exe.config in both
/Windows/Microsoft.NET/Framework/v4.0.30319 and /Windows/Microsoft.NET/Framework64/v4.0.30319
When updated machine found I havent had to use any (other) .Net SDK tools so decided not to install anything else till forced to.
If later .Net vers move csc ( and need msbuild) then probably have to force dependency for cobra on SDK installation....
Currently the only such dependency is on the .Net runtime which is convenient
